Japanese picture along the lines of the Tetsou pictures or Bullet Ballet in the Japanese Cyberpunk genre. I'm not a huge fan of the genre but they are VERY strange and certainly deserve a spot on this collection of films!!
Crazy story of a small child who climbs an electric tower and is shocked and falls and is never the same again since he gets the power of electricity threw his veins and as he gets older he gets a nemesis who he needs to destroy.
